File No. 20-1008-36 <br /> July 14, 1995 <br /> clay (by dry weight) and 95 percent compaction for a minimum of 20 percent of red clay. It is <br /> recommended that the moisture content of the soil/clay mixture be at least 2 percent over <br /> optimum. We note that borrow soil amendment studies show that an increase of 5 percent <br /> relative compaction (95 versus 90 percent) results in an order of magnitude decrease in <br /> permeability. <br /> Test results indicate that some variability exists in the stockpile materials; however, by the time <br /> this material is loaded into trucks, dumped at the existing site, spread and mixed, the likelihood of <br /> variability is low. <br /> 2.5 CONSTRUCTION <br /> The SJDPW will perform construction of the foundation layer using experienced equipment <br /> operators. As mentioned previously, the SJDPW will hire a qualified earthwork contractor to <br /> construct the clay barrier and vegetative layers. The SJDPW construction team for the project is <br /> described in Chapter 3, Project Organization. <br /> 2.6 CQA TESTING <br /> All CQA testing will be performed according to requirements of Section 17774, Title 14 as <br /> described in this document. As indicated in 2.1, SJDPW will carry out field and laboratory testing <br /> of the vegetative layer. Meinfelder, as construction monitor, will also perform a limited number <br /> of tests on these layers to confirm the results obtained by SJDPW staff. <br /> Kleinfelder, as CQA Monitor, will perform all of the CQA testing of the barrier layer. Kleinfelder <br /> performed all CQA testing of the test pads previously constructed. A copy of our report for the <br /> test pads is included in Appendix E. Sanguinetti and Associates, as a subcontractor to <br /> Meinfelder, will perform grade control for the foundation, barrier, and vegetative layers. • <br /> The test methods and frequency for CQA testing are specified in Sections 7 and 8.
