File No. 20-1008-36 July 14, 1995 • Report nonconformance to the Engineer when correction cannot readily be achieved to the satisfaction of the QC Technician so that the Engineer can see that compliance with the required standards is affected ® Report any activities which are adverse to the overall quality of the project and any nonconformances which are recurring even though resolution is readily achievable ® Document observations and test results • Document nonconformances and transmit documentation to the Chief QC Technician 3.2.9 Construction Forces The construction forces used for the foundation layer will be SJDPW experienced heavy equipment operators who are familiar with placement and compaction of landfill cover. The operators chosen for the project are Messrs. John Rodriguez and Reuben Gonzales. Supervision of the construction crew will be by Messrs. Jaime Perez and/or Hank Varela, under direct supervision of the Project Engineer. The SJDPW will hire an outside earthwork contractor to perform construction of the low permeability layer. The outside contractor will have experience of at least three years, which includes successful previous construction of at least two landfill or surface impoundment liners or caps to meet requirements of Chapter 15 involving mixing of imported clay or bentonite. 3.3 PROFESSIONAL QUALIFICATIONS 3.3.1 General Professional Qualifications The Project Engineer and Engineer of Record will be a Civil Engineer registered in the State of California. The CQA Officer shall be a Civil Engineer registered in the State of California with a minimum of five years experience as a soil engineer. The QC Technician(s) shall have a minimum of two years experience as a soil technician working in the field.
