File No. 20-1008-36
July 14, 1995
6 CONSTRUCTION
6.1 TEST PAD
The test pads were constructed in April, 1995. Results of the test pads and construction methods
are presented in Appendix:E.
6.2 CONSTRUCTION OF THE FINAL COVER
6.2.1 Foundation Layer
The foundation layer fill shall be on or off site materials meeting the requirements of Chapter 15
and shall be placed in lifts not exceeding 12 inches after compaction. The completed foundation
layer shall be not less than 2-feet thick. Compaction of the lower foot shall be to the maximum
practical based on optimum moisture content. The upper foot of the foundation layer shall be
compacted to at least 90 percent of maximum dry density as defined by ASTM D 1557. Where
the lower one foot of the foundation layer is already in place as temporary cover, it may be
compacted in place to the maximum practical density.
6.2.2 Barrier Layer
The low permeability barrier layer shall be constructed on a foundation layer that has been
compacted to provide a uniform, firm surface. The low permeability barrier layer shall be
constructed as follows:
A. Import selected stockpile soil from Granite shall be placed on the finished foundation layer or
a suitable mixing area.
B. Import selected stockpile from Granite shall be spread over the finished foundation layer or a
suitable mixing area in a single loose layer of approximately 13 inches.
