These wells are required by the Regional Water Quality <br />Control Board staff to address a situation at our landfill. I apologize for any inconvenience this <br />may cause, and thank you in advance for your cooperation. <br />Presently we monitor the shallow aquifer (no more than 60 feet deep) beneath our landfill <br />property with four groundwater monitoring wells. Sampling at two of these wells indicates the <br />presence of small amounts (below 10 parts -per -billion) of volatile organic compounds which <br />apparently originate in the landfill. Please be assured that no impact is seen in the deep aquifer, <br />which is the source of drinking water. <br />The primary regulatory agency with jurisdiction over this situation is the Regional Water Quality <br />Control Board (RWQCB). Their staff is requiring additional investigation to further determine the <br />extent of shallow aquifer impact. Unfortunately, we have exhausted our options for such <br />investigations within our own property, and therefore must contact you to discuss alternatives. <br />Further investigation is best accomplished by installing a minimum of two (2) permanent <br />groundwater monitoring wells, one in each of the properties adjacent to the landfill, located to <br />coordinate with the existing wells on our property. The locations are near the CalTrans right-of- <br />way, and we propose to locate the wells as close to that right-of-way as possible to minimize <br />potential future interference with the development on your properties. <br />Each well will require approximately one and one-half days for installation. The finished well <br />would occupy an area approximately six feet by six feet, including protective bollards, similar to <br />the photograph below. Once installed, the wells would be visited quarterly by our ground water <br />sampling contractor. <br />Monitoring would continue indefinitely which, by law, requires us to obtain a permanent <br />easement. Also by law, you have the right to compensation for granting this easement. <br />
