(b)(1) Civil liability may be administratively imposed by a regional board in accordance with Article 2.5 (commencing with section 13323) of Chapter 5 for a violation of subdivision (a) in an amount which shall not exceed one thousand,dollars ($1,000) for each�day in which the violation occurs. By.30 September 2011.;„4he County shall submit a Groundwater Monitoring Well Installation',Rgport prepared in accordance with, and including the items listed in, the second section' of Attachment A: "Requirements for Monitoring Well Installation Workplans and Monitoring Well Installation Reports.” The report shall describe the installation of the wells required above, describe well development, and explain any deviation from the approved workplan. 3. By 30 September 2011, the County shall submit a Final Cover Expansion Design for extending the closure cover over refuse identified within the County's property. The Final Cover Expansion Design shall include the following: a. .
