By 30 September 2011, the California Department of Transportation shall submit a Final <br /> Cover Expansion Design for extending the closure coverover :refuse identified within <br /> Caltrans' property. The Final Cover z ansion:Desi*gn shall"include the following: <br /> a. Plans and specifications for the expanded cover that meets the specifications of Title <br /> 27,section 20950; section 21090, and section 21140, alternative final cover design; <br /> b. A Construction:Quality Assurance (CQA)'Plan prepared in accordance with Title 27, <br /> section 20323'and certified'by an appropriately registered professional to satisfy the <br /> requirements of Title 27,section 20324; <br /> c. A schedue <br /> l .for the closure cover construction and completion of the cover; and <br /> d. .=A r,ev'ised Final Closure'and Post Closure Maintenance Plan Addendum dated 4 April <br /> 2008. <br /> e. Alternatively, CalTrans may submit a clean closure plan meeting.the requirements of <br /> Title 27 sections 20950(2)(B),'section 21090(f) and section 21810 (a) through (e). <br /> As required bythe Business`Code section 6735, 7835, and 7835.1, all reports shall be <br /> prepared by a registered professional or their subordinate and signed by the registered <br /> professional. <br /> The Executive Officer may extend the deadlines contained in this Order if either the County <br /> or Caltrans demonstrates that unforeseeable contingencies have created delays, provided <br /> that the County or CalTrans continues to undertake all appropriate measures to meet the <br /> deadlines and makes the extension request at least 30 days in advance of the expiration of <br /> the deadline, in writing. Any request for an extension not responded to in writing by the <br /> Central Valley Water Board shall be deemed denied. The County or CalTrans must obtain <br /> written approval from the Executive Officer for any significant departures from the tasks <br /> described in this Order. <br />
