A Construction Quality Assurance (CQA) Plan prepared in accordance with Title 27, section 20323 and certified by an appropriately registered professional to satisfy the requirements of Title 27, section 20324; c. A schedule for the closure cover construction and completion of the cover; and d. A revision to the 4 April 2008 Final Closure and Post Closure Maintenance Plan. 4. By 30 December 2011, the County shall submit an Evaluation Monitoring Program (EMP) Report evaluating the nature and extent of the release from the unit in accordance with Title 27, section 20425, subsections (a) through (i). Based on the data collected, the County shall update the Engineering FeasibilifyStudy (EFS) for corrective action pursuant to Title 27, section 20420(k)(6), which>should be made part of the EMP Report. Pursuant to California Water Code section 13267.7,"Ibi) California"Depaktment of Transportation is hereby ordered to submit the:following report by thIeAue date below: (if desired, San Joaquin County Department of Public Works'and the California=Department of Transportation may jointly prepare and submit anypf the above reports.) 1. By 30 September 2011, the California Department of Transportation shall submit a Final Cover Expansion Design for extending the closure coverover :refuse identified within Caltrans' property. The Final Cover z ansion:Desi*gn shall"include the following: a. Plans and specifications for the expanded cover that meets the specifications of Title 27,section 20950; section 21090, and section 21140, alternative final cover design; b. A Construction:Quality Assurance (CQA)'Plan prepared in accordance with Title 27, section 20323'and certified'by an appropriately registered professional to satisfy the requirements of Title 27,section 20324; c. A schedue l .for the closure cover construction and completion of the cover; and d. .=A r,ev'ised Final Closure'and Post Closure Maintenance Plan Addendum dated 4 April 2008. e. Alternatively, CalTrans may submit a clean closure plan meeting.the requirements of Title 27 sections 20950(2)(B),'section 21090(f) and section 21810 (a) through (e). As required bythe Business`Code section 6735, 7835, and 7835.1, all reports shall be prepared by a registered professional or their subordinate and signed by the registered professional. The Executive Officer may extend the deadlines contained in this Order if either the County or Caltrans demonstrates that unforeseeable contingencies have created delays, provided that the County or CalTrans continues to undertake all appropriate measures to meet the deadlines and makes the extension request at least 30 days in advance of the expiration of the deadline, in writing. Any request for an extension not responded to in writing by the Central Valley Water Board shall be deemed denied. The County or CalTrans must obtain written approval from the Executive Officer for any significant departures from the tasks described in this Order.
