Corral Hollow Sanitary Landfil -4- 7 July 2011 <br /> San Joaquin County Departm�of Public Works it <br /> California Department of Transportation <br /> written explanation with regard to the need for the reports, and shall identify the evidence that <br /> supports requiring that person to provide the reports. <br /> The San Joaquin County Department of Public Works owns and maintains the Corral <br /> Hollow Sanitary Landfill and is named in WDRs Order 5-01-176. The California <br /> Department of Transportation ("Caltrans") owns the adjacent parcel north-northeast of the <br /> landfill boundary where refuse has been identified outside the WMU. The technical <br /> reports required by this Order are needed by the Central Valley Water Board to ensure <br /> compliance with the WDRs, the requirements of Title 27, and the Water Quality Control <br /> Plan for the Sacramento River and San Joaquin River Basins, Fourth Edition, revised <br /> September 2009. <br /> 14.Water C section 13268 states in part: <br /> (a)(1) Any person failing or refusing to furnish technical or monitoring program reports as <br /> required by subdivision (b) of Section 13267, or failing or refusing to furnish a statement of <br /> compliance as required by subdivision (b) of Section 13399.2, or falsifying any information <br /> provided therein,is guilty of a misdemeanor, and may be liable civilly in accordance with <br /> subdivision (b). <br /> (b)(1) Civil liability may be administratively imposed by a regional board in accordance with <br /> Article 2.5 (commencing with section 13323) of Chapter 5 for a violation of subdivision (a) in <br /> an amount which shall not exceed one thousand dollars ($1,000) for each day in which the <br /> violation occurs. <br /> Pursuant to Water Code section 13267, San Joaquin County Department of Public <br /> Works is hereby ordered to submit the following reports by the due dates below: <br /> 1. By 10 August 2011, the County shall submit an updated Evaluation Monitoring Program <br /> Work Plan proposing an investigation to define and characterize the nature and extent <br /> of shallow groundwater impacted from a release of the WMUs. The work plan shall <br /> propose at least three new groundwater monitoring wells northwest of wells MW-5 and <br /> MW-8 and northeast of well MW-5 and any other borings or wells deemed necessary to <br /> characterize groundwater flow direction and the nature and extent of the pollution <br /> observed in shallow groundwater. The Workplan shall be prepared in accordance with, <br /> and shall include the items listed in, the first section of Attachment A: "Requirements for <br /> Monitoring Well Installation Workplans and Monitoring Well Installation Reports." Once <br /> installed, the Discharger shall add the new wells to the existing monitoring and reporting <br /> program (MRP) and collect and submit analytical data in accordance with the schedules <br /> established in the MRP. <br /> 2. By 15 December 2011, the County shall submit a Groundwater Monitoring Well <br /> Installation Report prepared in accordance with, and including the items listed in, the <br /> second section of Attachment A: "Requirements for Monitoring Well Installation <br /> Workplans and Monitoring Well Installation Reports." The report shall describe the <br /> installation of the wells required above, describe well development, and explain any <br /> deviation from the approved workplan. <br />
