4.0 Construction Quality Assurance for Earthwork
This section describes the monitoring and testing that will be performed to assure that earthwork
construction meets the specified requirements. The scope of earthwork construction for this project
includes the following (not necessarily listed in sequential order of construction):
® Placement and compaction of general fill
® Preparation of the subgrade at the base of the final cover
® Placement of the vegetative soil layer of the final cover
® Placement of riprap for erosion control along drainage channels and swales
The goal of the CQA program for earthwork is to assure that proper construction techniques and
procedures are used and that the completed earthwork conforms to the Contract Documents. To
accomplish this goal, the CQA program includes review of the Contractor's quality control submittals,
material evaluation, construction testing, and construction observation. Another goal of the CQA
program is to identify problems that could occur during construction and to verify that those problems
are avoided or corrected before construction is completed.
.7 Material Evaluation Testing
Material evaluation testing is required for all borrow source before construction begins. Section
02200 Site Earthwork of the Construction Specifications for this project provide the specific "Source
Quality Control" generally described in this section of the CQA Plan.
' The Construction Specifications give descriptions and requirements for the required soil and rock
materials. Test samples will be obtained in accordance with standard operating procedures and
applicable ASTM or Caltrans standards. Archive samples and test results will be maintained and
' stored at the project site.
The individual project construction specifications list the required tests, number of samples, and
frequencies of testing for the soil and rock materials expected to be used for Extension of Closure Cap
of the CHLF. These tests are also summarized in Table 4-1 at the end of this section.
4.9.1 Materials Submittals
The Resident Engineer will accept material submittals to establish the acceptability of soil and rock
materials and then forward to CQA Engineer for review and acceptance. The Contractor will make
materials submittals to the Resident Engineer whenever the Contract Documents require them.
Review and acceptance of materials submittals are the responsibility of the CQA Engineer.
CH CQA Plan 041712 Revb.doc 4-1
