The RWQCB has not cited them at all. The Public Works Department seemed to have forgot about the needs of the site and the violation was cited to raise the issue to another level and get them to move on it. So, in a way, the LEA cited the County for cover over one year after the waste had been discovered. Gino, it looks like the county was cited for a violation of final cover on September 6, 2006.
