nk ^!
Mr. Todd Del Frate -2-
INCREASE OF CORRECTIVE ACTION,CORRAL HOLLOW SANITARY LANDFILL
As we discussed, I presently contemplate using a plastic membrane(rather than GCL)to extend the
closure cap north-west of SB-1,and installing a horizontal LFG collector trench beneath that membrane.
This work would be coordinated with the extension of the closure cap in that area with concurrence by the
CIWMB and San Joaquin County Environmental Health Department. The membrane over the LFG
collector should dramatically increase LFG collection in that area, purging the soil of LFG. I propose
that we evaluate the extent of the closure cap by March 23,2007,the date identified in your letter;earlier
if possible.
The first step is to investigate the extent of the closure cap(our"Phase 2"investigation),to determine
where cap extension is needed. Based on this,we can design the closure extension incorporating LFG
collection where beneficial, obtain a competitive bid for the work, and proceed with construction. If
increasing the collection of LFG along the landfill in that area is ineffective, then we can pursue more
aggressive action.
I believe this approach meets the need to further remediate the groundwater, the requirements of Title 27,
and the spirit of your letter.
