2.1 MONTHLY (LFG CONTROL SYSTEM)
2.1.A Operation
The contractor adjusts the LFG extraction wells as needed to maintain methane
content below five percent (5%) by volume at the migration monitoring wells and
surface emissions below 1000 parts per million. The flow rate and methane
content of the gas delivered to the flare is recorded, and the BTU loading rate
calculated to verify that the flare is operating within the AQMD permit conditions.
Condensate handling systems shall be checked for proper operation and the total
condensate volume destroyed is recorded.
2.1.B Monitoring
The contractor will monitor the flare station as well as the LFG extraction wells.
Monitored parameters include:
Flare Station:
1 Date, time, and name of monitoring personnel.
2 Meteorological conditions (e.g., wind direction and velocity, barometric
pressure, ambient temperature, general weather observations, etc.)
3 Methane, oxygen and carbon dioxide gas concentrations
4 Total LFG flow rate
5 Methane content
6 Blower inlet/outlet pressure and temperatures
7 Flare exit gas temperature
8 Carbon monoxide concentrations shall be measured by Draeger tube
9 Other data and maintenance items as identified on County's Monthly
checklist.
LFG Extraction Wells:
1 Date, time, and name of monitoring personnel
2 Meteorological conditions (e.g., wind direction and velocity, barometric
pressure, ambient temperature, general weather observations, etc.)
3 Methane, oxygen and carbon dioxide gas concentrations
4 Wellhead/header pressure and flow rate (where applicable)
5 LFG temperature
6 The contractor will observe the LFGCCS blowers, flame arrester, flare,
control panel, data recording devices, well field, and condensate drain,
sumps, and pumping systems for the following:
7 Proper operation
8 Accessibility
9 Vandalism
10 Malfunctions
11 Leaks
LFG Operation And Maintenance Pan San Joaquin County
Corral Hollow Sanitary Landfill 7 Public Works Department
March 31, 2008 Solid Waste Division
