Ms.Natalia Subbotnikova of the San Joaquin County Local Enforcement
CHERYL PEACE Agency(LEA)accompanied our staff during the entire site visit.
CPEACE@CIWMB.CA.GOV
(916)341-6o10 The following describes observations noted by the staff during this site visit:
1. Site maintenance: The entire landfill area was covered by overgrown vegetation which had
GARYPETERSEN
G P ETERS EN @ C IWM B.CA.GO V made it impossible to determine whether the cover was intact and functioning as it should.
(916)341-6035 The overgrown vegetation could also pose a fire hazard specially with summer approaching.
It also appeared that a fire had started very close to the flare station and that it had spread to
other areas and had damaged a few of the extraction wells. Based on discussion with LEA
staff, this fire had started sometime in August 2007 and was contained immediately.
However after damage had already been done to the landfill gas collection system.
CIWMB staff recommends that the Operator maintain the vegetation at a minimum so that
site cover inspection could easily be conducted and also to prevent surface fires from taking
jplace which could cause a threat to public health and safety and the environment.
I
■news
■■r■
rrr
INTEG RATP,D
WAJTE.
.ANAGEMENT
BOARD
Overgrown vegetation on the cover
0
ORIGINAL PRINTED ON ioo%POST-CONSUMER CONTENT,PROCESSED CHLORINE FREE PAPER
