This facility' s current operations are not in conformance with the <br /> State Minimum Standards for Solid Waste Handling and Disposal in <br /> that they violate Sections 17670 , 17658, 17682 . The condition of <br /> this permit will establish an appropriate schedule for compliance <br /> with this section. <br /> F. This county has no solid waste management plan, but this site was <br /> established before August 18, 1974, therefore no finding of need <br /> and necessity from the State Solid Waste Management Board is required. <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. This facility must comply with all of the State Minimum Standards <br /> for Solid Waste Handling and Disposal. <br /> 2 . This facility must comply with all federal, state, and local <br /> requirements and enactments . <br /> 3 . This facility must comply with all the waste discharge require- <br /> ments issued by the California Regional Water Quality Control <br /> Board if applicable. <br /> 4. Additional information concerning the design and operation of <br /> this facility must be furnished upon request of the enforcement <br /> agency. <br /> B. Prohibitions : <br /> The following actions are prohibited at the facility: <br /> 1. Disposal of hazardous wastes . <br /> * 2 . Scavenging. <br /> 3 . Open burning. <br /> 4. Disposal of dead animals . <br /> 5 . Disposal of residential refuse. <br /> 6 . Disposal of septic tank pumpings , sewage sludge, and liquid/ <br /> slurries . <br /> 7 . Disposal of agriculture wastes . <br /> C. Specifications : <br /> 1. No significant change in design or operation from that described <br /> in items 'A' , 'B' & 'D' of the "FINDINGS" section is allowed, <br /> except for those changes which are required under the "CONDITIONS <br /> portion of this permit. <br />
