E1Dorado St. <br /> Stockton, CA 95201-0388 <br /> Re: Revisions to the Green Waste Alternate Daily Cover <br /> (GWADC) Demonstration Project at French Camp and Austin Rd. <br /> Landfills <br /> San Joaquin County Environmental Health Division (EHD) received <br /> the required addenda (see EHD letter dated April 23 , 1996) from <br /> the City of Stockton (COS) for the GWADC demonstration project <br /> plan at French Camp and Austin Rd. Landfills. This information <br /> contains proposed revisions to the original GWADC plan and <br /> addresses some of the concerns EHD has had regarding the project. <br /> EHD has reviewed this material and approved project revisions <br /> with conditions as follows: <br /> (1) QUANTITIES OF GROUND GREEN WASTE AVAILABLE: Stockpiling of <br /> shredded green wastes must be managed in a sanitary manner <br /> so as not to attract or harbor vectors, create odors, or in <br /> any other way pose a public health threat or nuisance. <br /> Shredded green wastes that become composted or unsanitary <br /> may not be used as cover and must be disposed of <br /> appropriately. <br /> Notification of local fire authority regarding GWADC plan <br /> stockpiling change must occur prior to implementation. <br /> A copy of that notification and any requirements of the fire <br /> authority must be submitted to EHD. <br /> If GWADC is planned for non-operational days (ie. weekends) <br /> EHD approval must be obtained. <br /> Adequate soil stockpile must be available at all times at <br /> both sites for backup waste cover. Ability to move soil to <br /> properly cover all waste is mandatory. <br /> A Division of San joziquin County Health Care Services <br />
