Revisions
(2) Reduced active face must accommodate two Coverte;ch tarps to
allow for complete waste coverage. Tarps may not be used
over waste at one location for more than 4 consecutive days.
Tarps shall not be used in adverse weather (such as windy
days) which would prevent adequate waste coverage. Tarps
with holes or tears are not allowed to be used for daily
cover.
Note: Wet weather problems have yet to be addressed by COS.
(3) Total litter content in green waste cover must not exceed
5%. Residential wastes are prohibited.
(4) If a COS representative is not present at pre-arranged
inspections with EHD then the COS is responsible for
contacting EHD for any questions regarding inspection
reports. COS is responsible for timely corrective action
required at their landfills as well as all communication
necessary with contracted workers to achieve same. Problems
between COS and contracted workers regarding communications
are the responsibility of COS and will in no way excuse
failure to perform required corrective action at landfills
or failure to follow demonstration project plan guidelines.
EHD will call Bob Murdoch (COS) if further information
regarding landfills (ie. GWADC project concerns, etc. ) is
required by EHD.
COS "Revisions to Alternate Daily Cover/Green Waste Grinding
Project" dated June 13, 1996 will be inserted into COS original
GWADC Plan along with this conditional approval letter. All
other outlined procedures in original GWADC plan must be adhered
to and routine landfill maintenance and operation conducted
consistently and appropriately as per CCR 14 .
Ernest Fujimoto, MD, MPH
Acting Health Officer
Mike Huggins, Supervisor
Environmental Health Division
cc: Robert Murdoch, COS
Phil Giambastiani, Gambi Enterprises
Scott Walker, CIWMB
Arnold Inouye, R!IQCB
Tom Sanchez, Cal.
