El Dorado <br /> Stockton, CA 95201-0388 <br /> Re: Request for continued use of Covertech-440 tarp at French Camp <br /> Landfill, San Joaquin County, CA, #39-AA-006 <br /> Environmental Health Division (EHD) received a letter from City of <br /> Stockton Department of Public Works (COS) June 1, 1995 stating the <br /> Covertech-440 project at French Camp Landfill (FCL) would be <br /> discontinued. No RDSI ammendment would then be required. <br /> FCL requested use of the Covertech-440 as a temporary daily cover <br /> measure until their Green Waste ADC (GWADC) proposal was submitted <br /> and project initiated. As part of the request FCL agreed to <br /> concentrate on solving previous cover problems involving Covertech <br /> use. EHD allowed temporary use of Covertech (letter dated June 2, <br /> 1995) with conditions. FCL has since submitted the GWADC and <br /> efforts have been made on site to alleviate some of the previous <br /> cover problems. <br /> Among the conditions for temporary use is that any cover problems <br /> will be cause for discontinuing Covertech use and returning to <br /> daily soil cover. Since wet weather cover has been a consistent <br /> problem at FCL temporary use of Covertech-440 will not be allowed <br /> as of the first rain in November 1995.
