Landfills, San Joaquin County <br /> San Joaquin County Environmental Health Division (EHD) received an <br /> Alternative Daily Cover (ADC) proposal August 30, 1995 for French <br /> Camp (FCL) and Austin Rd. (ARL) Landfills. COS plans to contract <br /> out a green waste grinding operation that will be located at FCL. <br /> Municipal green waste would be shredded at FCL and then hauled by <br /> truck to the (ARL) and applied as daily cover. Shredded green <br /> waste would also be used as ADC at FCL. <br /> ADC requests for solid waste facilities are reviewed by the Local <br /> Enforcement Agency (EHD) as per California Code of Regulations, <br /> Title 14 , Division 7, Section 17258.21 (b) . <br /> Prior to approval of this project the following information is <br /> necessary: <br /> 1) Submit a document verifying compliance with California <br /> Environmental Quality Act or verification of a Notice of <br /> Exemption filed with the County Clerk. <br /> 2) Submit a letter of approval from the Local Fire jurisdiction <br /> stating they have reviewed this ADC proposal and any <br /> conditions they have regarding this project. <br /> How will combustibility potential of shredded green waste <br /> layered on green waste at FCL be reduced? <br /> 3) Submit more specific information regarding load checking <br /> program and other precautions to be taken to prevent accepting <br /> hazardous or other inappropriate wastes into shredding <br /> operation. <br /> 4) Provide more specific information regarding compactability and <br /> permeability properties of shredded green waste (ie. <br /> engineering or other similar project study information) . <br /> A Division of San Joaquin County Health Care Services <br />
