MONITORING AND REPORTING <br /> 1 Leachate control and monitoring is required. Submit Leachate Control and <br /> Monitoring Plan as specified in Title 14, Chapter 3, Article 7.8, Section <br /> 17781. <br /> 2. Submit an Emergency Response Plan as specified in Section 17766. <br /> 3. Submit a plan describing how trace gases will be controlled to prevent adverse <br /> acute and chronic exposure to toxic and/or carcinogenic compounds. Should <br /> the concentration of methane gas at facility property boundary exceed 5% <br /> by volume in air state how inhabitable structures within 1000 ft. of landfill <br /> property will be monitored. <br /> 4.
