Box 388 <br />Stockton, CA 95201-0388 <br />County Health <br />REVISIONS TO ALTERNATE DAILY COVER/GREEN WASTE GRINDING <br />PROJECT <br />The purpose of this letter is to propose revisions to the alternate daily coverGgreen waste grinding <br />(ADC) project. The proposed changes will be incorporated into the "Demonstration Project at <br />Austin Road and French Camp Landfills" dated October 1995. <br />There are several issues that need to be addressed. These include: (1) the quantity of ground <br />green waste available, (2) use of the Covertech C-440 (tarp), (3) amount of ground waste <br />allowable in the ADC, and (4) communication protocols. <br />(1) The quantity of ground green waste brought to the French Camp Landfill is <br />seasonal and varies throughtout the year as illustrates by the attached graph. The <br />City has no other source from which to obtain green waste in order to increase the <br />amount available for daily cover. Therefore, a change in the operating plan is <br />needed to account for the periodic shortages in green waste. <br />The City proposes to reduce the size of the active face at the Austin Road Landfill <br />from 75' x i Ou' to 60'x 100'. This wih reduce the amount of green waste needed <br />to provide daily cover by approximately 20 percent. In addition, ground green <br />waste will be stockpiled at the Austin Road fapility until a sufficient amount is <br />available to provide daily cover over the entire active face. Stockpiling of ground <br />green material will also be done at the French Camp landfill. Notification of <br />when the green waste will be used for daily cover will be provided to the <br />Enforcement Agency to allow for inspection.. <br />(2) On those days where sufficient amounts of ground green waste is not available to <br />provide daily cover at the Austin Road Landfill, the City proposes to use the tarp. <br />The reduction in active face size will correspond to an overlapping of two of the <br />60' x 60' tarps. In addition, a third tarp will also be onsite to serve as a backup. <br />The tarp would become the primary backup to the ground green waste as is <br />"STOCKTON ...
