suggested by Mr. Scott Walker of the California Integrated Waste Management <br />Board in his April 11, 1996 letter. Soil cover will be the third option in providing <br />daily cover. Since the tarp will become the primary backup for providing daily <br />cover, the need for verbal notification as is contained in the original ADC <br />proposal is not necessary. Tarps will not be used at the French Camp Landfill. <br />(3) The next item that needs to be clarified is the amount of waste that is allowed in <br />the ground green material. The City of Stockton requires its citizens to bag their <br />lawn clippings to facilitate collection. Because of this, a large quantity of plastic <br />and paper bags are included in the waste stream coming into the French Camp <br />Landfill. Efforts to separate the bags from the green material before grinding <br />have not and will not be 100% effective. Therefore, a certain amount of ground <br />plastic and paper bags will be present in the ground green waste. The City of <br />Stockton would like to modify the original green waste grinding program to <br />recognize this fact and to allow for approixmately 5% by volume of plastic and <br />paper. The City and its contractor will continue experimenting in order to find the <br />optimum method of removing the paper and plastic from the waste stream. <br />(4) The last issue that needs to be discussed concerns communication. The City of <br />Stockton is the owner and operator of both the Austin Road and French Camp <br />Landfills, therefore, discussions concerning landfill issues should include a City <br />of Stockton representative. In the past, discussion have occurred with the City's <br />contractor without City personnel being present which has complicated <br />communication and required the City to rely heavily on inspection reports. In <br />order to promote better communication between the Enforcement Agency and the <br />City, it is requested that Phil Nisperos (937-8830) or Bob Murdoch (937-8829) be <br />included in all discussions. Mr Nisperos will be the primary contact person with <br />Mr. Murdoch available as a backup. The City will make arrangements to have the <br />appropriate contractor personnel available. This will insure that the City of <br />Stockton is fully aware of the Enforcement Agency's concerns. In addition, as <br />has been noted in the past, the City and its contractor hold weekly operations <br />meetings on Tuesdays at 10:00 am at the Austin Road Landfill and the <br />Enforcement Agency's inspectors are always invited to attend. <br />It is hoped that the proposed changes to the green waste grinding demonstration project will be <br />approved.
