VVe have considered the operational problems
we had with the demonstration project and believe we can correct them. The amendment describes changes to
our operational plan to enable us to make those corrections.
Use of the geo-synthetic cover material was discussed with our landfill operator, GAMBI Inc. GAMBI is committed
to abiding by the operational plan set forth in the RDSI amendment.
The City of Stockton was negligent in not following up in maintaining an adequate supply of soil cover material on
site. The City purchased about 14,000 c.y. of dirt from September 1994 - February 1995, but suppliers could not
deliver it for various reasons. The City is making every effort to have soil cover material delivered to the site.
Also attached is a CEQA statement prepared by Mike Niblock, Community Development Senior Planner
(Environmental Division) for the City of Stockton.
If you should want to discuss the above submittal, please contact Mike Miller, Solid Waste Manager, at 937-8826.
t e (r( -.,"\J
STEPHEN CHEN
DEPUTY PUBLIC WORKS DIRECTOR/SW
Attachments
GAMBI ENTERPRISES, INC.
W.
