5 <br />REPORT OF DISPOSAL SITE INFORMATION <br />(A) A descriptive statement of the manner of operation <br />to be conducted at the site. <br />State type of operation such as daily cover, <br />modified landfill, area fill, liquid waste ponds, <br />etc. <br />to <br />French Camp Landfill is an existing landfill started in <br />1938 as a burn dump site. Presently the site accepts <br />garden refuse waste only from the City's garden refuse <br />collection, City's park crews, and licensed landscape <br />maintenance contractors. <br />The area fill method is being used at this site. The <br />daily waste is pushed against the previous day's covered <br />waste cell and spread into 2 -foot layers with a compactor <br />tractor. Three to five passes are made to compact all <br />voids in the waste to an in-place density of approximate- <br />ly 1000 pounds per cubic yard. <br />The compacted material is covered with a geo-synthetic <br />cover material during the week and 6" of dirt material on <br />Fridays of each week. During the rainy weather periods, <br />with the concurrence of the Local Enforcement Ageny, geo- <br />synthethic material and other plastic materials properly <br />secured, will be used to cover the "greenwaste material". <br />This will be the procedure when the movement of dirt <br />cover material is impossible due to muddy field <br />conditions. <br />During windy days, the geo-synthetic material will be <br />secured with various anchoring materials, such as tires, <br />concrete, or sandbags. <br />a. Description of how the geo-synthetic blanket will <br />be placed and removed each day. <br />The blanket will be placed over the compacted greenwaste <br />at the end of each day by the equipment operator. Heavy <br />equipment will be used, as needed, to put the blanket in <br />place. <br />5 <br />
