Partial Final Closure Plans for individual modules must be <br />submitted and approved prior to beginning closure construction <br />on a module. <br />6. If vegetative cover layer is close to saturation when the <br />100 -year, 24-hour storm event takes place, the run-off <br />coefficient of 35% is too low.
