The Board recognizes that regulations will have to be <br />promulgated to implement the ADC policy. <br />2.. The Board reiterates its intent to expand markets for <br />recycled products by'encouraging market conditions in which <br />secondary materials generated in California are efficiently <br />recycled into high quality, value-added products. <br />3. The policy is based on the following assumptions: <br />a. That the CIWMB has statutory authority to allow <br />disposal reduction for ADC; <br />b. That the ADC for which disposal reduction is sought has . <br />been approved by the CIWMB and a year long <br />demonstration project has been successful, and/or the <br />use of ADC is consistent with alternative regulations <br />adopted by the California Integrated Waste Management <br />Board; the solid waste facility permit has been revised <br />to include the proposed material as ADC on a non - <br />experimental basis; and such permit has been approved <br />by the CIWMB.. <br />C. That the policy is easy to administer. <br />4. The policy is operative until December 31, 1997. The policy <br />counts toward the AB 93925% goal. <br />S. The.maximum amount of ADC allowable for disposal reduction <br />at a solid waste facility shallot exceed the amount of <br />soil required for daily cover it the solid. waste facility <br />permit issued for that facility. <br />6. . Any local jurisdiction using ADC for meeting the 2S. AB 939 <br />requirement may include not more than *70-. through the use of <br />ADC if the following condition is met: <br />Demonstration that the. jurisdiction has planned for, <br />and/or implemented, appropriate market development, <br />procurement, and diversion programs. <br />
