Pec Wilson, Governor <br />5-� i s of c.%l_'FOPNIA <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br />8800 Cal Cencer Drive ' <br />sacamenco, California 95826 �® <br />TO ALL CITIES, COUNTIES AND LOCAL TASK FORCES: <br />At its December 15, 1993 meeting, the California Integrated Waste <br />Management Board (Board) adopted an alternative daily cover (ADC) <br />policy. The Board's policy allows local jurisdictions to use ADC <br />to meet the 1995 disposal reduction goal, but not more than <br />7 percent -of the 25 percent may be through the use of ADC. <br />In order to receive credit for ADC, a jurisdiction will need to <br />demonstrate that ADC was one of its selected or alternative <br />programs, and that it has planned for/or implemented other <br />programs that target the specific A.DC material (green waste, <br />etc.) such as market development, procurement, and locally funded <br />or operated diversion programs. <br />The Board's policy assumes that the landfill where the material <br />is diverted for use as ADC has successfully completed a year-long <br />demonstration project and/or the use of ADC is consistent with <br />alternative cover policy regulations adopted by the Board. The <br />Board must also have approved a solid waste facility permit <br />revision that includes the use of the proposed material as ADC on <br />a non- experimental basis at the landfill. The maximum amount of <br />ADC allowable for disposal reduction at a landfill shall not <br />exceed the amount of soil required for daily cover in the solid <br />waste facility permit issued for that .landfill. <br />The ADC policy is operative until December 31, 1997. At that <br />time, the Board will re-evaluate the policy decision: A copy of <br />the Board's motion is attached.
