� 1 <br />t <br />Ask <br />r*. <br />STREAMLINING THE APPROVAL OF ALTERNATIVE DAILY COVER <br />DEMONSTRATION PROJECTS USING GREEN MATERIAL <br />To All Local Enforcement Agencies <br />The purpose of this Local Enforcement Agency (LEA) Advisory is to <br />establish a procedural change in approving projects for <br />alternative daily cover (ADC) using shredded green material. The <br />procedural change gives the LEA the authority to approve or deny <br />a proposed green material ADC demonstration project if the LEA <br />implements the generic conditions developed by the California <br />Integrated Waste Management Board (Board) in this advisory. With <br />this change, Board staff will no longer issue written approval <br />for the project and will only review the Report of Disposal Site <br />Information (RDSI) amendment and draft Solid Waste Facilities <br />Permit (SWFP). This gives the LEA more control and flexibility <br />over the handling of ADC projects. It eliminates unnecessary <br />duplication of effort between Board and LEA staff and will result <br />in expedited approval ofC projects. This procedure <br />is not a change in the Boar. sProcedural Guidance for the <br />Evaluation of Alternative Cover (adopted May 17, 1990) since the <br />conditions were developed consistent with requirements specified <br />in the guidance policy. <br />This LEA Advisory establishes the second streamlined approval <br />procedure for ADC. LEA Advisory No. 10, dated March 7, 1994, <br />established streamlined approval procedures for demonstration <br />projects testing geosynthetic blankets. <br />This LEA Advisory applies to shredded green material only. As <br />defined in Title 14, California Code of Regulations (14 CCR), <br />Division 7, Chapter 3.1, Section 17853(a)(12), "green material" <br />or "green" means any wastes separated at their source of <br />generation which are derived from plant material, including but <br />not limited to, leaves, grass clippings, weeds, tree trimmings, <br />untreated wood waste, or shrubbery cuttings. Green material is <br />also referred to as green waste. Shredded green material refers <br />to green material that has been ground using equipment such as a <br />tub or hammermill qrinder to a part cl. x .,.p s ri <br />Use of shredded green material as daily cover in accordance with <br />this LEA Advisory would not be subject to the composting <br />requirements of 14 CCR, Division 7, Chapter 3.1. <br />
