Insufficient <br />compaction or coverage is considered a performance failure <br />and a violation of the cover standards under 14 CCR 17682. <br />Sufficient compaction effort shall be determined during the <br />demonstration and should be based on the ability of <br />compacted cover to meet the functional criteria for odor, <br />litter, dust, or vector control. The operator must avoid <br />applying excessive depths of shredded green material cover, <br />generally above 18 inches. [Excessively thick cover would <br />be difficult to work by heavy equipment and may cause <br />problems with fire, odors, vectors, litter, or dust control. <br />In addition, Board's ADC Policy adopted December 15, 1993, <br />prohibits the counting of excessive amount of shredded green <br />material towards disposal reduction goals.] <br />(m) The operator must place a minimum of 6 inches of <br />compacted soil over the entire working face on any day <br />preceding closed days if unattended. <br />(n) If violations of performance standard thresholds occur <br />during the demonstration project, the operator should revert <br />to soil cover as specified in 14 CCR 18311. <br />(o) The LEA must prepare brief bimonthly reports (apt; <br />report -every two ma;nths) `which summarize the data collected <br />(14 CCR 17683) and any other relevant observations. All <br />bimonthly reports must be compiled in the final report at <br />the end the study. <br />(p) The final report should address all issues that have <br />
