In addition to a <br />tabulation and analysis of the data, the final report must <br />include conclusions as to the suitability of shredded green <br />material for ongoing use as ADC. If shredded green material <br />is determined to be an acceptable ADC and is proposed for <br />ongoing usee' c_ the approved f inal report with <br />operational conditions must be compiled as an amended Report <br />of Disposal Site Information (RDSI). <br />New Approval Procedure <br />Effective this date and until the Board has established revised <br />or new policy for approving ADC demonstration projects, it is no <br />longer necessary for Board staff to issue approval letters for <br />testing ADC materials under the following conditions: <br />• The operator proposes to test shredded green material. <br />• The LEA submits to the Board a written commitment to satisfy <br />all applicable conditions listed above, copies of the <br />project proposal, all support documents, the final report <br />and amended RDSI, and all correspondence between the LEA and <br />the operator. <br />• The Board receives a copy of the approval letter prior to <br />the start of the demonstration. <br />Upon approval of the final report and amended RDSI, the LEA <br />should consider the following options for authorization of <br />shredded green material ADC on a non -experimental basis: <br />• If the SWFP has been revised to incorporate provisions for <br />ADC use prior to initiation or completion of a demonstration <br />project, the LEA should consider modifying the SWFP. The <br />modified SWFP would incorporate specified conditions on the <br />use of ADC as developed from the above conditions and <br />demonstration project. <br />• If permit modification is not possible, the LEA must submit <br />a revised SWFP permit to the Board for concurrence. The LEA <br />must require the operator to cease using the ADC until <br />revision of the SWFP, or issue a Stipulated Order of <br />Compliance and Agreement to allow ongoing use with <br />operational conditions under a compliance schedule for <br />revision of the SWFP. <br />Additional Issues and Information <br />
