C,WCITY OF STOCKTON
AZ#
DEPARTMENT OF PUBLIC WORKS
CITY HALL
425 N. EL DORADO STREET
STOCKTON, CA 95202-1997
June 15, 1994
Ms. Carol Oz
San Joaquin County Environmental Health Division
P.O. Box 388
Stockton, CA 95201-0388
YOUR JUNE 14, 1994 ALTERNATIVE DAILY COVER (ADC) INSPECTION AT
FRENCH CAMP LANDFILL
Thank you for letting me know about the seriousness of the problem we have been having
maintaining the ADC blankets at the landfill. As your June 14 inspection report points out
"Maintenance of the ADC has been non-existent since the project started." I was somewhat
surprised when you described the seriousness of the problem over the telephone yesterday
because I did not receive my copy of your May 10, 1994 bi-monthly monitoring report to the
California Integrated Waste Management Board until today when you gave it to me. I was
aware that you had noted some ADC maintenance problems on previous inspection reports
but I thought Gambi was promptly correcting those problems.
To address the immediate problem with the ADC blankets, Gambi will use blankets from
Austin Road Landfill until the French Camp blankets can be repaired or replaced. This action
is consistent with our November 24, 1993 ADC demonstration project plan.
Please be assured that the City intends to follow the ADC plan and will take whatever steps
are necessary to see that it is carried out.
MIKE MILLER
SOLID WASTE MANAGER
cc: Phil Giambastiani, Gambi Enterprises, Inc.,
;9191Yzi
Stephen Chen, Deputy Public Works Director 11
Phil Nisperos, Senior Eng.
