Box 2009 <br />Stockton, CA 95201 <br />Pj P ?• ' 4 <br />SUBTITLE D REGULATION COMPLIANCE - FRENCH CAMP LANDFILL <br />This is in response to your November 2, 1993 letter asking how we plan to comply with the <br />Subtitle D requirements at French Camp Landfill. <br />Item 1. SUBTITLE D EXEMPTION. Does not apply. <br />Item 2. AIRPORT LOCATION RESTRICTION. Does not apply. <br />Item 3. HAZARDOUS WASTE LOAD CHECKING PROGRAM. <br />• The entrance to the landfill is signed "NO HAZARDOUS MATERIAL". <br />The scale operator does random load checks for hazardous and other <br />unacceptable wastes. The results of these checks are documented on a <br />"Load Checking Data Sheet. " The equipment operator at the working face <br />also watches for loads containing regulated hazardous waste. The City's <br />Senior Technician (Landfill Operations) supervises load checking activities <br />and has received training in recognition of regulated hazardous waste. <br />• All inspection records are available for review in the Solid Waste <br />Division located at City Hall. <br />• City staff will notify the Department of Toxic Substances Control if <br />regulated hazardous waste or PCB waste is discovered at the facility. <br />Item 4. ROUTINE METHANE GAS MONITORING PROGRAM. We have a three <br />step plan for meeting this Subtitle D requirement. First, we will hire a consultant <br />to evaluate soil, hydrogeologic and hydraulic conditions surrounding the landfill. <br />The consultant will then design an appropriate monitoring program based on the <br />"STOCKTON...
