Box 2009 <br />Stockton, California 95201 <br />Dear Mr. Padilla: <br />Pete Wilson, Governor <br />The staff of the California Integrated Waste Management Board <br />(Board) have reviewed the proposal submitted by the City of <br />Stockton, Department of Public Works for the French Camp Landfill <br />requesting that Covertech C-440, a synthetic blanket, be <br />considered for use as an alternative daily cover (ADC). <br />Based.on a review of the proposal and the facility file, Board <br />staff have determined that a demonstration project may commence <br />for a one year period subject to the following conditions: <br />1. A commitment must be made on the part of the San Joaquin <br />County Environmental Health Division (Local Enforcementw,�'•• <br />Agency (LEA]) to,monitor the demonstration project for ,nt <br />compliance with the performance standards at the frequencies <br />specified in Title 14, California Code of Regulations (14 <br />CCR), Section 17683. The results of the monitoring must be <br />documented and reported to the Board. <br />2. A schedule for conducting the demonstration project must be <br />submitted to the Board and the LEA prior to the commencement <br />of the study. The schedule should include initiation and <br />completion dates for the study, a list of parameters that <br />will be monitored, and approximate time frames during which <br />measurements will be taken. <br />3. A letter verifying compliance with the California` <br />Environmental Quality Act (CEQA) from the City of Stockton' <br />Planning Department must be submitted to the LEA and the <br />Board. <br />4. The operator must obtain written clearances from the Central <br />Valley Regional Water Quality Control Board and any other- <br />agencies with authority over the operation of the landfill. <br />These clearances must be submitted to the LEA and the Board. <br />-- Printed on Recycled Paper -- <br />
