However, the project shall not start until <br />Conditions 1 through 4 have been submitted to the LEA and <br />the Board. If additional time is required, the operator <br />must notify the LEA and the Board to reschedule the project. <br />6. The operator shall place soil over the entire working face <br />at least once per week and any day preceding closed days. <br />7. The operator must terminate the demonstration project at the <br />direction of either the LEA or the Board and resume standard <br />operating procedures at the site. In addition, should the <br />use of the Covertech C-440 become infeasible or create or <br />contribute to conditions hazardous to health and safety the <br />operator is required to terminate the demonstration project <br />by its own initiative and resume standard operating <br />procedures at the site. A stockpile of clean soil and <br />required equipment must be available at all times to ensure <br />immediate response to these requirements. The operator must <br />notify the LEA and the Board within seven (7) days if the <br />project is terminated for any reason. <br />8. Clean soil must be used as cover material when high winds <br />make it impractical to use Covertech C-440 as daily cover. <br />The operator must include in the report to be submitted to <br />the LEA and the Board the performance of the cover during <br />windy conditions. <br />9. The operator must apply the Covertech C-440 in a manner that <br />prevents animal scavenging and insect harborage or <br />emergence. Punctures or tears in the fabric cover and <br />insufficient coverage are considered performance failures <br />and constitute a violation of the cover standard (14 CCR <br />17682). Average tarp life and total number of tarps or <br />square yards of Covertech C-440 must be included in the <br />final report. <br />10. On the 15th day of alternate months following the <br />commencement of the demonstration project, the LEA must <br />submit to the Board brief bimonthly reports which summarize <br />the data collected and any other relevant observations. The <br />data collected must conform to the data required by 14 CCR <br />17682. <br />11. In addition to bi-monthly reports, all information collected <br />during the study must be included in a final report to be <br />submitted at the end of the project. The final report on �` <br />
