Mr. Ed Padilla <br />November 19, 1993 <br />Page Three <br />• <br />the performance of the synthetic fabric should address all <br />issues that have arisen during the demonstration project. <br />In addition to the tabulation and analysis of the data, the <br />final report should include any conclusions and <br />recommendations that were made as a result of the study. <br />If the LEA and the Board staff determine that Covertech C-440 can <br />function as a suitable daily cover and the operator wishes to <br />continue with its use, the operator will then be required to file <br />an amended Report of Disposal Site Information (RDSI) and an <br />application for revision of the Solid Waste Facility Permit. The <br />proposed material can be used as an ADC on a non -experimental <br />basis only following the revision of the Solid Waste Facility <br />Permit. Prior to obtaining a revised Solid Waste Facility <br />Permit, the Board may allow a specific time frame extension of <br />the pilot study based on technical grounds if data collection and <br />LEA monitoring are continued during this period. Results of the <br />extended study must be submitted to the Board for further <br />evaluation.
