FRENCH CAMP LANDFILL <br /> WINTERIZATION 2005-2006 <br /> The French Camp Landfill (FCL) is presently in the Initial Phase of Closure, <br /> which primarily involves the relocation of demolition wastes from perimeter <br /> slopes, placement of these wastes within lower interior areas, and placement of <br /> soil foundation, barrier, and vegetative layers of the approved final cover. <br /> The Closure Construction is being performed by GUINN Construction, and <br /> Construction Quality Assurance monitoring is being performed by VECTOR <br /> Engineering. The closure construction documents, as approved by both the <br /> Regional Water Quality Control Board (RWQCB) and the California Integrated <br /> Waste Management Board (CIWMB) include requirements for Dust, Pollution, <br /> and Erosion Control Measures throughout closure construction <br /> As the 60-acre closure area has the potential for release of sediment to the <br /> adjacent French Camp and Walker Sloughs, Forward Inc. retained <br /> EMCON/OWT, Inc. (EMCON/OWT) to prepare a new Storm Water Pollution <br /> Prevention Plan (SWPPP), to control potential release throughout closure <br /> construction. The SWPPP recommends staged construction of the final cover <br /> system,and the use of nine erosion control measures, using up to 14 Best <br /> Management Plans (BMPs), as generally correlated with an Erosion Control <br /> Base Map for the site. The SWPPP also requires regular weekly inspections of <br /> each BMP, and also inspections during extended storm events and fbilowing <br /> rainfall events,which result in runoff- Each inspection must note needed <br /> maintenance, repairs, and effectiveness of each BMP. When deemed necessary, <br /> changes to improve sediment control must be identified for implementation. <br /> The initial phase of construction includes the following BMPs for control of <br /> sediment: <br />
