(Forward), GeoLogic Associates is pleased to submit the third quarter <br /> 2006 Monitoring Report for the French Camp Landfill, in compliance with the California <br /> Regional Water Quality Control Board- Central Valley Region(RWQCB)Waste Discharge <br /> Requirement(WDR) Order Number R5-2004-0159. <br /> This report summarizes standard observations and presents the results of surface-water and <br /> groundwater monitoring during the third quarter 2006. A summary of analytical results and <br /> time-series concentration plots for field and monitoring parameters are also included in this <br /> report. A description of field procedures and sampling protocols followed by personnel <br /> conducting field monitoring activities is included in Appendix B of the report. <br /> Groundwater quality conditions beneath the French Camp Landfill during the third quarter 2006 <br /> monitoring period are generally similar to those observed in previous monitoring periods. <br /> Currently, the French Camp Landfill is in the process of the final cover construction for closure <br /> and is scheduled to be completed in November 2006. One or more inorganic CLs were exceeded <br /> in DMP wells MW-6A, MW-9A, MW-913, and -10A. However,no statistically significant <br /> increasing trends were noted for constituent concentrations exceeding a CL. In addition, <br /> bromoform was detected above the PQL in background well MW-6A and TCFM was detected <br /> above the PQL in the sample collected from well -9A. It should be noted however, that <br /> similar concentrations of bromoform were detected in QA/QC blanks and the laboratory <br /> confirmed that it was a laboratory contaminant. Pursuant to Title 27 of the California Code of <br /> Regulations (27CCR) Section 20420 0)(1) and State Water Board Resolution 93-62, the <br /> RWQCB was notified in writing of the non-statistical indication of a release from well MW-9A <br /> and this well will be resampled within 30 days to evaluate the significance of this VOC <br /> detection. <br /> The results of water quality analyses completed for leachate monitoring wells during the third <br /> quarter 2006 monitoring period indicate that no VOCs were detected in leachate monitoring well <br /> MW-2.
