(Forward) is pleased to submit the July through December 2011 semiannual and <br /> annual monitoring report for the French Camp Landfill, in compliance with the California <br /> Regional Water Quality Control Board- Central Valley Region(RWQCB) Waste Discharge <br /> Requirement(WDR) Order Number R5-2007-0046. This report summarizes standard <br /> observations and presents the results of surface-water, groundwater, and soil-pore gas monitoring <br /> from July I through December 31, 2011. This report also presents an annual summary that <br /> includes a summary of the analytical results for the last five years (2007 through 2011), time- <br /> series concentration plots for field and monitoring parameters, piper diagrams, and well <br /> hydrographs. <br /> During the monitoring period and over the 2011 monitoring year, no violations have been issued <br /> for the facility. Groundwater quality conditions beneath the French Camp Landfill during the <br /> monitoring period and over the 2011 <br /> I monitoring year are generally similar to those observed in <br /> previous monitoring periods. One concentration limit(CL)was exceeded for chloride in the <br /> sample collected from well MW-9B through the chloride concentration measured in this well <br /> was near its historical minimum value. Statistically significant increasing trends were calculated <br /> for potassium and sulfate in well MW-9B, and for chloride in well MW-10A. One or more <br /> statistically significant decreasing trends were calculated, for inorganic constituent <br /> concentrations, in all of the groundwater monitoring wells at the French Camp Landfill. For <br /> organic constituents, a decreasing trend was also calculated for trichlorofluoromethane (TCF ) <br /> in well MW-9A. <br /> During the monitoring period, chloroform and TCFM were measured above the practical <br /> quantitation limit in the samples collected from wells MW-6A and MW-9A, respectively, and a <br /> notification letter was sent to the RWQCB of these VOC detections on December 1, 2011. <br /> Confirmation sampling was not performed for background well MW-6A since similar <br /> concentrations of chloroform have already been confirmed and based on the lack of chloroform <br /> at the point of compliance, it is believed that the chloroform concentrations measured in well <br /> MW-6A are not the result of a release from the landfill.
