1 INTRODUCTION <br /> The Harney Lane Sanitary Landfill is a class III municipal solid waste (MSW) landfill <br /> located on East Harney Lane, 1/4 mile east of Jack Tone Road, in San Joaquin County, <br /> California(see Figure 1). The class III site stopped accepting waste in October 1991. This <br /> site is in the process of closing consistent with the California Code of Regulations (CCR), <br /> Title 14, Division 7. <br /> MSW landfills in the state of California are required to comply with water quality <br /> monitoring requirements specified in Article 5, Chapter 15, Title 23, of the CCR <br /> (Article 5), which became effective on July 1, 1991. In response to the Article 5 water <br /> quality monitoring requirements, a proposed Article S Monitoring Program for Harney <br /> Lane Sanitary Landfill (EMCON Associates, June 1992) was prepared and submitted to <br /> the Central Valley Region Regional Water Quality Control Board (RWQCB) for their <br /> approval. The RWQCB reviewed the Article S Monitoring Program for Harney Lane and <br /> incorporated the program into new Waste Discharge Requirements (WDR) Order <br /> No. 93-093 issued August 9, 1993. <br /> Subsequently, on September 15, 1993, the State Water Resources Control Board passed <br /> Resolution 93-62, which stipulates that California municipal waste disposal sites comply <br /> with the federal municipal solid waste regulations published in 40 Code of Federal <br /> Regulations (CFR), Parts 257 and 258 (Subtitle D). This Resolution required each <br /> RWQCB to prepare and implement their own region-specific WDR in order to coordinate <br /> the requirements of both the state regulations (Article 5) and federal regulations <br /> (Subtitle D). The Central Valley Region RWQCB approved WDR Order No. 93-200, <br /> which became effective on September 17, 1993. Harney Lane Sanitary Landfill must <br /> comply with both WDR Order No. 93-200 and Order No. 93-093. A water quality <br /> protection standard (WQPS) report was then prepared and submitted to the RWQCB on <br /> December 29, 1993, as required by Order No. 93-200. <br /> During the first quarter 1994, tetrachloroethene (PCE) was detected at a concentration of <br /> 0.8 micrograms per liter (pg/1) in downgradient well MW-2. Two sets of samples were <br /> collected from MW-2 during the second quarter 1994 to confirm this detection. This <br /> additional verification monitoring was performed in accordance with Section 2550.8 of <br /> Article 5. PCE was again detected (0.5 and 0.7 pg/1) in each of these samples.
