According to you, approximately 5,500 square feet of the clay liner on the primary
site was eroded during the 1994/1995 winter rains. Reference is made to our report entitled
"Summary of CQA Results, Harney Lane Sanitary Landfill, Primary and Second Sites, in San
Joaquin County, California," dated September 22, 1994.
We performed 4 compaction tests on the side slopes on June 30 and August 14, 1995. Results
of the tests were verbally reported to you and the contractor. In-place density and moisture
content tests were performed in general accordance with ASTM D-2922 and D-3017,
respectively (nuclear probe test methods). Holes in the barrier layer because of testing of the
backfill, were repaired with a commercially-available powder form bentonite clay. A summary
of field density tests consisting of test designations and locations, in-place dry densities and
moisture contents, laboratory-obtained maximum dry densities(from our previous CQA testing)
and optimum moisture content and specified achieved relative compaction is shown on Table
1, attached. Sideslopes were recompacted with a Komatsu D65E dozer.
A random bulk sample of the barrier material tested was obtained in the field, sealed and
brought to our laboratory for a hydrometer analysis and Atterberg Limits test. Results of these
tests are summarized on Plates 1 and 2, attached. We have also included copies of laboratory
compaction curves previously performed on side slope soils (Curve Numbers 51 and 52).
Based on our observations and testing results, it is our professional opinion that the barrier
layer was reconstructed in accordance with the revised CQA plan.
