Joaquin County, Facility 39-AA-0003 <br /> Dear Mr. Horton: <br /> California Integrated Waste Management Board (IWMB) staff has reviewed your letter dated <br /> December 15, 1995, and the Harney Lane Landfill final closure certification received January <br /> 5, 1996. IWMB staff previously approved the certification report for final cover construction <br /> on February 10, 1995. IWMB staff has found that the certification meets the requirements set <br /> forth in Title 14, California Code of Regulations (14 CCR), Division 7, Chapter 5, Article <br /> 3.4, section 18275 and is hereby approved. <br /> According to 14 CCR, Article 3.5, section 18298, San Joaquin County (County) is released <br /> from the requirements of demonstrating financial assurances for closure of the Landfill. By <br /> copy of this letter to the Auditor-Controller, the IWMB authorizes release of the remaining <br /> closure funds. The County, however, is required to maintain financial assurances for <br /> postclosure maintenance until the IWMB determines that the County has completed <br /> postclosure maintenance according to the applicable postclosure plan and permit requirements. <br /> In addition, according to 14 CCR, Article 3.3, section 18245, the County is released from the <br /> requirements of demonstrating financial assurances for operating liability of-the Landfill. <br /> If you have any questions, please contact Scott Walker at (916) 255-1198.
