CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> COUNTY OF SAN JOAQUIN <br /> FOR CLOSURE AND POST-CLOSURE MAINTENANCE OF <br /> HARNEY LANE <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> 1. The San Joaquin County Department of Public Works (hereafter Discharger), owns and <br /> operates the Harney Lane Class III Landfill. The Discharger has previously submitted: a <br /> Closure and Post-closure Maintenance Plan, dated 23 May 1986, a Solid Waste Water Quality <br /> Assessment Test (SWAT), dated 20 June 1991; a financial assurance plan, dated <br /> 2 January 1992; a water quality monitoring plan, dated 30 June 1992; a revised Final Closure <br /> Plan, dated January 1994; Technical specifications for the Landfill Gas Control System dated <br /> 21 March 1994; an assessment of sideslope infiltration dated 19 August 1994 with additional <br /> information provided on 13 September 1994; and the Final Documentation Report for Final <br /> Cover Foundation and Vegetative Layers dated January 1995. <br /> 2. The Class III landfill facility was previously regulated by Waste Discharge Requirements <br /> Order No. 93-093 in conformance with Title 23, California Code of Regulations (CCR), <br /> Division 3, Chapter 15 (hereafter Chapter 15). Order No. 93-093 was amended <br /> 17 September 1993 by Order No. 93-200, which implements State Water Resources Control <br /> Board Resolution No. 93-62 and federal municipal solid waste regulations (Subtitle D). The <br /> Discharger ceased waste acceptance on 1 November 1991. <br /> 3. The 127 acre facility is comprised of Assessor's Parcel Numbers 065-03-06, 03. 08, and 09. <br /> Waste disposal activities have occurred within 112 acres of the facility. The facility is 1/4 <br /> mile east of Jack Tone Road, in Section 19, Township 3N. Range 8E, MDB&M. as shown in <br /> Attachment A, which is incorporated herein and made part of this Order. <br /> 4. The waste management facility consists of 112 acres which were used for landfill operations. <br /> The remaining 15 acres were dedicated to migrant farm labor housing. The waste <br /> management facility and farm labor facility are shown in Attachment B which is incorporated <br /> herein and made part of this Order. <br /> 5. This is an existing landfill first operated by the City of Lodi in 1948. Before closure E <br /> operations began, the landfill received approximately 125,000 tons of waste annually. <br />
