P <br /> . e <br /> WASTE DISCHARGE REQUIREMENTS 2 <br /> FOR CLOSURE AND POST-CLOSURE MAINTENANCE <br /> OF HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The landfill generally received residential and commercial refuse, construction debris, and <br /> agricultural waste. <br /> WASTES AND THEIR CLASSIFICATION <br /> 6. The discharger disposed of municipal solid waste in the Class III Landfill Unit, as shown on <br /> Attachment B. These wastes were classified as nonhazardous solid waste using the criteria set <br /> forth in Chapter 15. <br /> SITE DESCRIPTION <br /> 7. The landfill was originally constructed as a series of trenches which ran in an east west <br /> direction. <br /> 8. Land within 1000 feet of the facility is used for agriculture, with the exception of a migrant <br /> farm labor housing project at the northwest comer of the landfill site. <br /> 9. The soils immediately underlying the landfill consist of silts, clays, and sands, are highly <br /> impermeable; 101 to 10-1 cm/sec. These are unconsolidated soils approximately 80 feet thick <br /> and belong to the Victor and Laguna formations. <br /> 10. Ground water is encountered at approximately 110 feet below ground surface. The average <br /> ground water gradient is to the south-southwest at 0.25 percent. Ground water elevations <br /> fluctuate about four feet over a year, and the mean level appears to be dropping steadily over <br /> time. Volatile organic compounds (VOCs) have been detected at low concentrations in <br /> monitoring wells MW-2 and MW-4. After resampling for VOCs the Discharger determined <br /> that VOCs were not present and that positive detections were due to laboratory errors. MW-4 <br /> has significantly higher concentrations of chloride, TDS, and EC than background well MW- <br /> 1. The Discharger maintains that these elevated levels are due to percolation from the migrant <br /> labor camp sewage treatment ponds and not the landfill. <br /> 11. The beneficial uses of ground water are irrigation and residential water supply. There are <br /> approximately 33 wells on and in the immediate vicinity of the site. The depths of these wells <br /> range from 152 to 392 feet below ground surface. <br /> 12. Surface drainage is to South Paddy Creek, a tributary to Bear Creek and Disappointment <br /> Slough, which flows into the San Joaquin River. <br />
