Surface Water Monitoring Program <br /> South Paddy Creek shall be sampled upstream of the waste management facility at <br /> monitoring point S-1 (Background) and downstream of the facility at monitoring point <br /> S-2. Surface water samples shall be collected annually after the first rainfall runoff <br /> producing storm of the monitoring period.
