MONITORING AND REPORTING PROGRAM 7 <br /> FOR CLOSURE AND POST-CLOSURE MAINTENANCE OF <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> D. WATER QUALITY PROTECTION STANDARD <br /> The Water Quality Protection Standard(Standard) shall consist the following elements: <br /> 1. Constituents of Concern; <br /> 2. Concentration Limits; <br /> 3. Monitoring Points; <br /> 4. Points of Compliance; and <br /> 5. Compliance Period <br /> Each of these is described as follows: <br /> 1. Constituents of Concern <br /> The 'COC list' (list of Constituents of Concern required under 23 CCR 2550.3) shall <br /> include all constituents listed in Tables I and II (above) and the Waste Discharge <br /> Requirements No. . The Discharger shall monitor all COCs every five years, or <br /> more frequently as required. <br /> 2. Concentration Limits <br /> For each monitoring point or location assigned to the detection monitoring program,the <br /> Concentration Limit for each Constituent of Concern(or Monitoring Parameter) shall be <br /> its background value as obtained during the appropriate Reporting Period, as follows: <br /> 1) If 10% or more of the samples taken during a given Reporting Period from the <br /> background monitoring points for a monitored medium exceed their respective <br /> facility-specific Method_Detection Limit [MDL]" for a given constituent, then <br /> the Concentration Limit for that medium and constituent shall consist of the <br /> mean (or median, as appropriate) and standard deviation(or other measure of <br /> central tendency, as appropriate) of all the background data obtained for that <br /> constituent from that medium during that Reporting Period; otherwise <br /> 2) the Concentration Limit for that medium and constituent shall be its MDL. <br /> The concentration limits are shown in the following table: <br />
