Mr. Gabriel Karam -2- 5 April 1994
The specifications should note the goal of a minimum of ten compactor passes per lift as
discussed in Kleinfelder's summary of test pad results dated 8 July 1993.
For the steep side slope areas, revise specifications to require a sheepsfoot compactor instead of
track walking and increase density requirement to 90 percent relative compaction. We request
cut blocks be used for lab permeability testing on the compacted clay layer including the side
slope area.
In conclusion,Board staff have significant concerns that the proposed construction specifications _.
will not ensure construction of a cap in compliance with Chapter 15._Therefore, we request the
County submit a revised, comprehensive CQA manual by 27 April 1994. The revised CQA
manual shall include, but not be limited to, summary tables with test methods, test frequencies and
pass/fail criteria for each construction activity. Compilation of the soil design and CQA requirements
in one manual will allow for easy reference by all project team members and help ensure project
goals are achieved.
If you have any questions, please call Steve Rosenbaum at (916) 255-3131.
WILLIAM J-MARSHALL,Chief
Chapter 15 Unit
SER
cc: Mr. Scott Walker, Closure and Remediation Branch, California Integrated Waste Management
Board, Sacramento
Mr. Chandler Martin, San Joaquin County Community Development Department,Stockton
Mr'.,'td'Padilla,San Joaquin County Environmental Health Division, Stockton
