Hazelton Avenue <br /> Stockton, CA 95205 <br /> Re: Harney Lane Landfill Revised Landfill Gas Monitoring Program For Labor <br /> Camp Structures <br /> On February 23, 1994, the Environmental Health Division (EHD) issued a conditional <br /> approval letter for the Harney Lane Landfill Final Closure and Postclosure Maintenance <br /> Plans. Approval condition number one stated that a new landfill gas monitoring program <br /> for the off-site labor camp structures would be required. This letter outlines the new <br /> program requirements for labor camp structures. <br /> Background <br /> The landfill is currently in violation of Title 14, California Code of Regulations, Section <br /> 17783(a)(2), because methane gas levels exceed five percent by volume in air at the <br /> facility boundary as indicated by the February 7, 1994, quarterly monitoring report. In <br /> addition, methane gas is currently being detected in the adjacent off-site labor camp <br /> structures as part of the quarterly monitoring rounds performed by the San Joaquin <br /> County Public Works Department. Other volatile organic compounds have been detected <br /> in perimeter gas monitoring wells near the labor camp during the February 1992 Air Solid <br /> Waste Assessment Test (Air SWAT) sampling rounds performed by EMCON Associates. <br /> Plan Amendments <br /> The existing labor camp structure monitoring program consisting of quarterly methane <br /> gas monitoring shall be amended to include the following: <br /> 1. Monthly monitoring of the labor camp structures for methane gas shall occur from <br /> May through October. Quarterly monitoring may resume November through April. <br /> 2.
