Mr. Steve Rosenbaum Project P94-030.35 <br /> May 5, 1994 <br /> Page 2 <br /> Task 1 - Data Review and Analysis <br /> EMCON will review the project files at the RWQCB pertaining to operation and <br /> monitoring of the adjacent waste water treatment facility. The facility is currently <br /> operating under Waste Discharge Requirement Order No. 85-119 which requires quarterly <br /> monitoring of two wells located upgradient and downgradient of the <br /> infiltration/percolation ponds. Historical groundwater analytical and water level data from <br /> the waste water treatment facility will be compared to data from well MW-4 to evaluate <br /> if they may have similarities. In addition, information will be gathered on the <br /> evaporation/infiltration basin construction details and effluent inflow data to evaluate <br /> potential influences on the local groundwater gradient by infiltrated groundwater. <br /> The data will be reviewed to determine if sufficient information is available to <br /> differentiate contributions from the potential sources: the waste water treatment facility <br /> and the landfill. Additional groundwater analytical data may need to be collected from the <br /> off-site monitoring wells if insufficient groundwater data exists for our analysis. <br /> The data evaluation will include a statistical evaluation of the analytical data (if enough <br /> data is available) to determine if a correlation exists between compounds detected in <br /> groundwater samples from the well -4 and the wells monitoring the <br /> evaporation/infiltration ponds. Groundwater elevation data will be compared to historical <br /> water elevation data from the landfill monitoring wells to evaluate the groundwater flow <br /> regime in the area that includes the landfill and waste water treatment facility. <br /> Additional testing of groundwater from monitoring well MW-4 and the two off-site wells <br /> for chemical and biological constituents common to treated water(evaporation/infiltration <br /> ponds) may be necessary based on the results of the data collected in Task 1. <br /> Task 2 - Additional Data Collection and Evaluation <br /> EMCON proposes to collect additional groundwater data if the results from Task 1 <br /> indicate the constituents from the evaporation/infiltration ponds may be impacting <br /> groundwater near monitoring well MW-4. EMCON proposes to collect water level data <br /> and groundwater samples from the two monitoring wells located on the waste water <br /> treatment facility as part of the ongoing quarterly groundwater monitoring and reporting <br /> program. The water samples from the off-site wells will be analyzed for the quarterly <br /> groundwater parameters listed in the o. 93-093 for Harney Lane Sanitary Landfill. <br /> In addition, the groundwater samples from -4 and the two off-site wells will be <br /> analyzed for fecal coliform, and for the major cations and anions. Fecal coliform is a <br /> common constituent found in treated sewage effluent and will indicate impacts from the <br /> waste water treatment facility.
