Box 1810 <br /> Stockton, CA 95201 <br /> HARNEY LANE LANDFILL, SAN JOAQUIN COUNTY (Case No. 2598) <br /> We have reviewed the 19 August 1994 report from Kleinfelder describing test results from the <br /> second test pad for the cap at Harney Lane Landfill. This test pad was constructed to demonstrate <br /> the feasibility of compacting a single loose lift to achieve a compacted clay liner of 12 inches with a <br /> permeability of 10-6 cm/s or less. Native soil and imported clay were mixed and moisture <br /> conditioned in place on top of the landfill, then compacted with standard equipment using up to 14 <br /> passes to achieve proper density throughout the liner. Permeability testing was done in the field with <br /> a sealed double ring infiltrometer and in the lab using specimens cut from the liner. Testing by <br /> Kleinfelder indicated the finished cap met the requirements for density, moisture content and <br /> permeability. <br /> The Kleinfelder report indicates that the closure cover at Harney Lane can be constructed in <br /> compliance with waste discharge requirements using a single lift and the other construction <br /> techniques applied to the test pad.
