waste. No hazardous wastes were accepted at the landfill. The
Harney Lane Sanitary Landfill stopped accepting waste on November
1, 1991.
Recent operations at the landfill were similar to past operations
with some improvements. The solid waste was compacted to a greater
degree using a steel wheel landfill compactor. The daily cover
material was applied carefully to avoid wasting soil. The
operators have added soil cover and graded the top of the landfill
to a minimum of 3% to reduce ponding and to improve drainage on the
top of the landfill.
3.0 CURRENT MONITORING AND CONTROL SYSTEMS
3 . 1 Groundwater
The groundwater in the area of the Harney Lane Sanitary Landfill
has a gentle west to southwest gradient. Much of the groundwater
in the eastern part of San Joaquin County is taken from sand and
gravel layers below the Riverbank and Turlock Lake Formations. The
depth to the groundwater table at the site ranges from about 110 to
130 feet.
The current groundwater monitoring network consists of one
qW upgradient monitoring well (MW-1) and three downradient monitoring
wells (MW-2, MW-3 , MW-4) (see sheet 3 of attached plans) . More
wells may be installed, if necessary, to properly monitor the site
during the postclosure period. Each of the existing wells is
equipped with a dedicated pneumatic displacement pump for sampling
(See section 14 of this report for more detail on the Ground Water
Monitoring System) . The monitoring wells are currently being
sampled quarterly and annually for the parameters listed in the
Waste Discharge Requirements under Ground Water Monitoring which
were issued by the Central Valley Regional Water Quality Control
Board (Appendix A) .
3 . 2 Security
Unauthorized access by motorcycles and other off-highway vehicles
is controlled by gates and fencing. The entire Harney Lane
Landfill is enclosed by barbed wire fence. The access on Harney
Lane is protected by a locked chain link gate.
3 . 3 Dust
Dust control at Harney Lane is accomplished by periodically
watering all haul roads using a 3500 gallon water truck. The truck
is filled from a water supply well at the south end of the site
(Hall well, sheet 4) .
4
