KLEINFELDER <br /> I. Side slopes of the secondary landfill do not require a barrier layer as approved by <br /> RWQCB in response to Kleinfelder's report entitled "Assessment of Sideslope <br /> Infiltration, Harney Lane Landfill, San Joaquin County, California," dated April 17, <br /> 1994. <br /> J. The barrier layer is to be constructed in a 2-lift process. If it is allowed to dry between <br /> lifts, the surface of each successive lift shall be scarified to a depth of two inches before <br /> the placement of the next loose lift. The purpose of the scarification is to improve <br /> bonding between successive lifts. <br /> K. Equipment or truck traffic on the scarified surface, other than to maintain the clay <br /> barrier layer as directed by the engineer or for testing purposes, shall not be permitted <br /> during the period between scarifying and the placement of the following lift. <br /> L. Each lift shall be thoroughly compacted and satisfy moisture/density, and permeability <br /> controls before a subsequent lift is placed. <br /> M. The daily work area shall extend a distance no greater than permits the maintenance of <br /> moist-soil conditions and construction operations. Desiccation and crusting of the lift <br /> surface shall be avoided as much as possible. <br /> N. The location and frequency of field and laboratory testing shall be as set forth in Section <br /> 7.2 or as modified by the CQA monitor. <br /> O. Any materials which after placement and compaction do not meet design criteria shall be <br /> reworked or removed and replaced to meet specification. <br /> P. The compacted soil liner shall have a permeability of 1x10-6 cm/sec or less. <br /> Q. During construction, finished lifts or sections of compacted barrier layer shall be <br /> sprinkled with water as required to prevent drying and desiccation prior to application of <br /> the vegetative layer for a period of 15 working days.
