BOX 1810 E. Hazelton Ave.
Stockton, CA 95201-3018
SUBJECT: Erosion incident at Harney Lane Landfill, (SWIS#39-AA-0003).
In follow-up to our previous communications and site visits, this letter is concerning an erosion incident that
occurred during the month of January 2006 on the south slope of the primary site.
On January 6, 2006, EHD was notified via e-mail by Public Works regarding this incident. On January 6, 2006,
EHD conducted a site visit that revealed an erosion channel 3 to 6 feet deep on the south slope of the primary site
which did not appear to go past the clay layer. No evidence of leachate seepage/release or exposed solid waste was
observed at the time of the site visit. At this time, it was understood that tarps were to be used to cover the erosion
channel as an interim measure until such time weather conditions allow access to permanently repair the area. On
January 10,2006,EHD was notified by Public Works that the interim tarp was installed on January 7,2006.
On March 13, 2006 the EHD conducted a routine quarterly inspection that revealed the erosion channel was still
covered by the tarp as a temporary measure. The inspection report for this inspection cited an area of concern
(A/C)T27 CCR Section 21150 to make necessary repairs of the erosion channels.
Within 30 days from the date of this letter, please submit a work plan to the EHD for the repair of the erosion
incident. It is EHD's expectation that this erosion incident will be permanently fixed once the weather conditions
allow access to the area to conduct necessary repairs.
If you have any questions, please contact Frank Girardi Senior R.E.H.S. at(209)953-7868.
Robert McClellon, Supervisor R.E.H.S.
Environmental Health Department
CC: Michael Wochnick,CIWMB, MS-20
Gino Yekta, CIWMB,MS-20
1
